You can find the Constellation Guide magazine in New Atlantis on planet Jemison. It’s inside of the Lodge, which is the home of the Constellation faction. If you’ve been playing the main quest, then there’s a good chance that you already visited this place.
Head inside of The Lodge and go to the adjacent room. The Constellation Spacefarer’s Guide magazine will be sitting on a countertop. It’s in the middle of the room yet quite easy to miss if you’re looking at it from a far place.
