This NPC can be found in the Mars in the Mining Colony of Cydonia, which is the main city in Mars. Once you get to mars, you’ll want to go straight to the entrance of the colony. After going through some plastic, head to the first doorway to the left, then you’ll want to go to the left again.
The NPC you’ll be looking for will be sitting behind his desk in his own room. This is where you can find CDR Woodard for the quest.
