When you finally find the Downtown Thugs Safe, you will surely encounter a problem since you would need a code to open it. Here is how you can find the code.

When in front of the building, hop and climb to the two open windows in front of you. Exit the window in front of you and jump on the scaffolding on your left.
Then go back and run and jump on the scaffolding in front of you again, continue straight to the next scaffolding and then climb up until you reach the next scaffolding / platform.
Then climb the building and on the left you will see a new floor or opening in a room. In this room, you will see the Downtown Thugs Safe.
Enter here and climb the opening above you that leads to another room.
On the table in front of you will be the code. Take it and in the game menu you can open it find the Safe Code. The code is 313.
Go back to the last room where the safe is located and open it.
