You need to get to the Broken Capital, when you appear in the Broken Capital just go straight between the two rocks.
Move north until you see the blue building on your right. Enter it and climb to the top of the building.
When you are at the top, go out on the terrace, and on the left, you will see a building partially covered with black paint.
