To actually solve the riddle in the mysterious note, you will have to go to Shofukucho street, specifically on West Shofukucho. You will have to be at the bottom of the sign that welcomes you to the street.
Once under the sign, make sure you are looking up. You will see a prompt to grab a Gold Ball that is at the top of the sign to your left.
This is the treasure the mysterious note is talking about. Once you have it, you can then go back to the person who posted the request and complete it.
