Now to get the tool kit you first need to wait for Franklyn to go and visit your island. The visitors are random so you might need to wait a few days for the right visitor to get there, unless you already have a shop set up for them.
Once you have Franklyn on your island, their store sells one random blueprint and a repair kit a day. The kit costs 30,000 dinks, which might be a lot for just repairing simple tools, but once you get to better tools this is worth the money.
