When it comes to fishing, you have to choose your rod and lures carefully. Specific fishes require specific lures. Below are all the locations and quests you need to do to get each lure.

Here are all of the lures in Tales of Arise:

Beginner’s Popper
You can get this alongside Migal’s Rod during the story.
Disarming Lure
Go to the Cysloden Inn in Cyslodia. Talk to the Store Clerk to buy the Disarming Lure for 500 Gald.
Trembling Lure
Go to the Viscint Inn in Menancia and you can buy the lure from the store clerk for 300 Gald.
Charming Lure
Go to the Niez Inn in Mahag Saar to purchase the lure from the store clerk for 500 Gald.
Rock Slapper
Go to the Pelegion Inn in Ganath Haros to purchase the lure for 500 Gald.
Flaptrap
Go to the Adan lake in Mahag Saar. On top of the broken-down building is a treasure chest containing the lure.
Subsurface Mirage
Go to the Adan Ruins in Mahag Saar. Go down below the tunnel with a metal ladder next to it. At the end of a tunnel is a treasure chest containing the lure.
Stick Lure
You can find this lure on the Lavtu Marshlands in Ganath Haros. Go down the cliff and you will find the chest with the lure.
Bienfu Lure
Go to the South Hiking Trail on the Forland Mountains. At the very end of the trail, open the chest containing the lure.
Rapping Minnow
Go to the Fountain Plaza in Cysloden. Talk to Patvo to begin the In-Sync sub-quest. After you defeat the giant zeugle, you will get the lure as a reward.
Zapie Doppelganger
Start the Untamable Rage side quest in Thistlym by talking to the Elderly Fishing Man. You can find the chest containing the lure next to the legendary fishing spot.
Celestial Whale
Go to the Training Grounds in Menancia. Challenge Kisara to a Novice Solo Battle. Defeating her for the first time will give you the lure.
Mieu Sinker
Just like the Celestial Whale, challenge Kisara to a solo battle, but choose the advanced option this time.
Elegant Swimmer
Talk to the Fishing Expert at Talka Pond after catching 3 different types of fish.
Portly Mudslinger
Talk to the Fishing Expert at Talka Pond after catching 5 different types of fish.
Round Popper
Talk to the Fishing Expert at Talka Pond after catching 15 different types of fish.
Marine Floater
Talk to the Fishing Expert at Talka Pond after catching 25 different types of fish.
