How To Get Flash Step
In order to get the Flash Step, you first need to go to the Clown Island. However, take note that you have to be at least level 40 (the level is up to 90), to get into Clown Island,
Once you’re on Clown Island, head to the northeast part of the island and follow the quest marker in the image below.
When you see a wall, make a slight right turn and jump over it to reach the other side.
After crossing the wall, you’ll find the Flash Step Trainer. Start talking to him to learn and acquire the Flash Step ability. It will cost $25,000 to unlock it.
